Edit the Line "COMBAT_ELITE_CHANCE" in the Const.txt and give it a certain percent-chance i.e. COMBAT_ELITE_CHANCE 0.25 so there is a 25% Chance, that one, or more, of your Veteran-Units is promoted to Elite Status after you won a Battle.
